PROJECT VISION
Fleur de Lys will become a lively, affordable new neighborhood rooted in the local community and respective of its deep attachment to the site’s long history. This legacy project will redefine the entryway to Quebec City, blending event-driven energy with green, people-friendly spaces. It will be a place of culture, art, commerce, and interaction and will have a new focus on integrated mobility.
The master plan is based on the results of the innovative “Reinventing Fleur de Lys” process—a truly collaborative dialogue with 60 merchants, 2,500 shoppers, 60 community organizations, and 15 leading socioeconomic players. The process began even before the initial design phase, to ensure social acceptance.
