Redeveloping Les Galeries Charlesbourg requires a city zoning change. On June 23, 2023, the City held a first public meeting to unveil the project, which was very well received.

Since that meeting, the project has been updated and improved based on feedback from participating members of the public. If everything proceeds as planned, the zoning bylaw necessary to launch the project should be adopted in the coming weeks.

  • WHY DOES TRUDEL WANT TO REDEVELOP LES GALERIES CHARLESBOURG?

    Les Galeries Charlesbourg were built in the 1960s according to the old model of shopping malls surrounded by a sea of parking spaces. While this was commonplace at the time, the dynamics of retailing have changed considerably since then. Online commerce and the recent pandemic are prompting a rethink.

    Additionally, the housing crisis is affecting Canada—and particularly the Charlesbourg area. According to a recent report from the Canada Mortgage and Housing Corporation (CMHC), Quebec City’s rental vacancy rate was about 0.7% in 2024 and is expected to drop to 0.4% by 2026.

    While redevelopment of Les Galeries Charlesbourg will not solve everything, it will offer new, high-quality housing to area residents.

  • WHAT TYPES OF HOUSING WILL BE AVAILABLE?

    The solution to the housing crisis is to offer a wide range of housing types—and quickly! Major Trudel projects, including Place des Quatre-Bourgeois, Fleur de Lys, Galeries Charlesbourg, and Îlot Dorchester, all feature diverse housing options for all budgets.

    At Les Galeries Charlesbourg, 10% to 15% of the units in each phase will be classified as affordable. These units are priced at approximately 30% of the median income of area residents, based on the latest CMHC data.

    It is also planned that 10% of the units will be adapted or adaptable for individuals with disabilities. High-end luxury units for the most discerning clients will also be included. The goal is to create a place in the city where residents experience community living at is finest!

  • I LOVE THE EXISTING SHOPS. WILL THEY STAY IN THE NEW PROJECT?

    As we have stated repeatedly since the project’s unveiling, the redevelopment of Les Galeries Charlesbourg is not a commercial renoviction. On the contrary, we want all our current retailers to remain long-term partners!

    The initial phases will be built in the parking lot area along 41st Street, which is currently just asphalt. This will create space to relocate shops so that they can continue with business as usual. The Brunet Plus pharmacy and the Cité Obstetrics and Gynecology Centre are two examples of businesses that cannot experience any service disruptions.

    Retailers who wish to stay will be able to design their new premises while still operating in their current ones. Once the new space is ready, they will simply turn the key and step into a fresh and modern environment.

  • WHY DOES THE PROJECT INCLUDE HIGH-RISE PHASES?

    Creating a new community in a limited space in an existing neighbourhood requires compromises. It is important to strike a balance between housing, retail, other operations, green spaces, public amenities, and parking.

    The current zoning only permits one-storey buildings with commercial use. A bylaw amendment is necessary to enable the development shown on this web page.

    As explained in the narrated presentation, a density gradient strategy will be applied to minimize or eliminate the impact on nearby homes.

    The tallest buildings will be located in the northern section of the property, where they will have minimal effect on the neighbourhood. The Félix-Leclerc Highway serves as a natural boundary between districts, so buildings up to 14 stories will have limited impact on nearby residents.

    On the southern side, buildings of 6 to 8 stories are planned along 41st Street to provide a more human-scale environment, as this corridor is heavily used by pedestrians and cyclists.

  • WILL NOT A PROJECT OF THIS SCALE IMPACT TRAFFIC?

    There are two key points here. The commercial component will remain similar in intensity, meaning there will not be more traffic than in the property’s peak retail years.

    As for the residential component, some increase in traffic is expected. However, a traffic study will confirm this, and the extension of 2nd Avenue through the site will help maintain flow in and out of the property.

    The area is already well served for transportation purposes. The nearby Félix-Leclerc Highway provides high-capacity car access, and 1st and 4th Avenues, along with Boulevard Henri-Bourassa, offer excellent vehicular connectivity.

    For active transportation, the City of Quebec is investing in Vélo cité bike corridors, which will connect the development to many neighbourhoods. One such corridor will run along 4th Avenue and link to a bike path that passes through the heart of Les Galeries Charlesbourg. An àVélo bike-share station is already located at 1st Avenue and 41st Street.

    The site’s design also aims to improve walkability. Proximity to the Métrobus network—specifically routes 801 and 803—ensures excellent pedestrian access.

    Additionally, Trudel is voluntarily providing alternatives to solo car use for its residents.

    A private car-sharing service similar to Communauto will be available.On-demand shuttle service will also be provided, for example, for rides to the airport or medical appointments.

  • I AM WORRIED PROJECT USERS WILL PARK ON MY STREET. IS THAT A VALID CONCERN?

    Parking availability is a crucial consideration in redevelopments like this. Above all, the goal is to minimize impact on the surrounding neighbourhood. Trudel aims for the project to be self-sufficient in terms of parking.

    For residents, each unit will have at least one parking space, with an average ratio of 1.25 spaces per unit—more than enough for this type of development.

    For commercial tenants, parking will be located at ground level or outside, but hidden behind storefront façades. A total of 600 to 800 parking spots will be reserved exclusively for commercial customers.

  • WILL CONSTRUCTION IMPACT THE NEIGHBOURHOOD?

    Trudel plans to launch the project phase by phase over approximately eight years, beginning in spring 2025.

    Not all 12 phases will be under construction at once. Each phase will have its own schedule and constraints. Individual phases will take between 12 and 30 months, depending on how big they are.

    While we cannot promise zero disruptions, certain construction stages—especially excavation and foundation work—generate more noise and dust. That said, Trudel has a robust mitigation process in place to monitor and address any nuisances in real time.

    An advantage of the project is its proximity to the highway. All truck traffic will use this route, avoiding residential streets. This is a key benefit for local peace and safety.

    When construction begins, a 24/7 hotline will be available for residents to reach Trudel if needed.

  • WILL THE GREEN SPACES BE PUBLIC?

    Yes! The design includes pocket parks that combine green areas and gathering spaces between buildings. Numerous large trees will be planted, and there will also be benches, tables, and other urban furniture.

    Residents will also enjoy their own private green spaces—and you will likely run into other Trudel clients while on the property!
